NYCHA Opens New Rolling Request for Qualifications Process for Potential PACT Partners

On October 8, NYCHA announced the release of a to solicit partners for the program. The PACT RFQ streamlines the procurement process by creating pre-qualified lists (PQL) of developers, property managers, and general contractors who are eligible to partner with NYCHA on PACT projects. Submissions will now be accepted and evaluated on a rolling basis, compared to previous years when the lists were refreshed annually. Once on a PQL, pre-qualified partners will be able to respond to future solicitations for PACT projects to provide residents with comprehensive renovations or redevelop entire NYCHA campuses. To date, NYCHA has pre-qualified 144 entities in an effort to partner with diverse teams and bring comprehensive renovations to existing buildings, redevelop NYCHA campuses, and provide enhanced property management to 91影视 across the five boroughs through PACT. Interested entities are encouraged to attend the pre-submission conference being held at 10 a.m. on Wednesday, October 15, 2025, and can submit applications on a rolling basis.

鈥淥ur PACT partners have helped NYCHA invest over $8.6 billion in our communities, and this work would not be possible without strong partner teams,鈥 said NYCHA Executive Vice President and Chief Real Estate Officer Jonathan Gouveia. 鈥淲e are excited to open the RFQ process to expand the roster of partners to join us in reinvesting in, restoring, and rebuilding NYCHA communities. NYCHA is committed to identifying and pre-qualifying the best developers, general contractors, and property managers to improve conditions and increase opportunities for our residents.鈥

The PACT program transitions NYCHA developments from traditional Section 9 assistance to Project-Based Section 8, unlocking funding for resident-selected PACT partners to complete comprehensive repairs or build new, modern homes while enhancing property management. Overall, 146 NYCHA developments (representing over 39,000 apartments) are in pre-development, are under construction, or have completed construction through the program. This represents over $13 billion in capital repairs for the Authority. The Authority is working to include 62,000 apartments in the PACT program in order to bring the benefits of comprehensive apartment repairs and building upgrades, as well as enhanced property management and social services, to more than 142,000 residents.

The Authority will make its pre-qualified lists of partners public in order to facilitate the creation of project teams and will solicit proposals from pre-qualified entities for specific PACT projects. Once proposals for each project are received, resident leaders will work with NYCHA to select the partner teams for their development. Teams listed on the PQL will need to recertify with NYCHA every three years.

The RFQ outlines how developers, general contractors, and property managers can become official partners with NYCHA to rehabilitate, rebuild, and financially stabilize properties. Interested entities can learn more about the PACT program; specific opportunities for developers, general contractors, and property managers; and the RFQ at an upcoming virtual pre-submission conference scheduled for Wednesday, October 15 at 10 a.m. Attendees must RSVP to access the pre-submission conference.

Developer, general contractor, and property manager responses can be submitted on a rolling basis. Teams are able to submit their qualifications to join the PQL ahead of the proposal submission deadline for the .

The PACT program is dependent on partnerships with private and non-profit development partners. Once the property is converted to Project-Based Section 8, NYCHA leases the land and existing buildings to the development partners, who will conduct repairs or build new buildings and serve as the new on-site property manager. NYCHA will continue to own the land and buildings, administer the Section 8 subsidy and waitlist, and monitor conditions at the development.
